 Responsibilities 
 
 Advocate federal tax policies and anti-poverty programs critical to women&#8217;s economic security, including proposals that would make the tax code more progressive and equitable and raise revenues for shared priorities, that would improve federal tax credits for low-income families, and that would improve Unemployment Insurance (UI) benefits in ways that especially benefit women of color and women more generally. This work includes but is not limited to:
 
 Researching and analyzing tax and anti-poverty program proposals;

 To address the root causes of child migration from Central America and strengthen protection of unaccompanied children, KIND advocates for policy changes and educates lawmakers, the media, and the broader public on the conditions that drive these children to flee their home countries. KIND supports children returning to their home countries by connecting them to essential support services and sponsors gender-based violence prevention programs in Central America to protect children in countries of origin and transit. 
 KIND is also building upon its expertise in the protection of unaccompanied children to encourage the development of pro bono initiatives across Europe in partnership with European NGOs. 
 Position Summary: 
 KIND seeks a Staff Attorney to provide&#xa0;core&#xa0;legal services to unaccompanied children facing removal proceedings including&#xa0;Know-Your-Rights orientations, legal screenings, and case assessments.&#xa0;&#xa0;The staff attorney will serve an essential role at each of KIND&#8217;s on-site program to provide these services to unaccompanied children placed at Emergency Intake Sites (EIS)&#xa0;maintained by&#xa0;the Office of Refugee Resettlement (ORR) at the following five sites:&#xa0; San Diego, CA;&#xa0;Dallas, TX;&#xa0;San Antonio, TX;&#xa0;El Paso TX;&#xa0;and Midland, TX.&#xa0; Please specify in your application which location you are applying to.&#xa0;

 Qualifications and Requirements:

 Direct and manage immigrant and non-immigrant caseload for TTUHSC by providing guidance and advice in planning and determining the appropriate immigration procedure for foreign national faculty, scholars, and staff. 
 Oversee immigration petition caseload to ensure petitions are filed in a timely manner with a high level of accuracy and expertise. 
 Recruit, hire and train new staff members; conduct annual performance evaluations and foster career growth of team members. 
 Maintain expertise of federal regulations, processes, and procedures as they pertain to advising international faculty and scholars. 
 Guide staff through the processing of all immigrant and nonimmigrant petitions. 
 Provide training on international employment matters to faculty and staff. 
 Establish hiring department&#8217;s intent in proposing employment and developing a specific strategy for each case based on the particular facts and circumstances. 
 
 &#xa0; 
 Immigration Oversight 
 
 Oversee immigration services and processes pertinent to advising international faculty and scholars on U.S. Department of Homeland Security and U.S. Department of State immigration regulations and university procedures. Services include preparing and submitting complex immigration petitions including H-1B, E-3, O-1, and TN visa statuses; managing, preparing, and submitting I-140 petitions for employment-based permanent residency; and responding to U.S. Citizenship and Immigration Services requests for evidence. 
 Serve as Department of State Officer (ARO) for the J-1 Exchange Visitor Program. 
 Assist with the preparation of I-9 and E-Verify cases for international employees. 
 Provide expertise and guidance to team and external partners regarding regulatory changes and effect on institutional policy and practices. 
 Serve as a resource to team in handling complex immigration advising issues. 
 Develop resources and procedural materials for staff as needed. 
 Direct the maintenance of records of all immigration proceedings for each foreign faculty, scholar, and staff member.

 Regulatory Compliance 
 
 Ensure compliance with Department of Homeland Security, Department of Labor, and Department of State rules and regulations. 
 Ensure adherence and accuracy in record-keeping, reporting requirements, and petition processing utilizing university technology. 
 In coordination with the Managing Director, recommend and develop policies and procedures to maintain compliance with applicable university, state, and federal rules and regulations related to international faculty and scholars. 
 Maintain frequent interaction with immigration agencies and other external agencies to advocate for international faculty and scholars. 
 Analyze critical cases and responds to government requests for evidence and other agencies inquiries. 
 Maintain current knowledge of applicable Federal, State, and University regulations as it relates to the employment of foreign nationals and their immigration status.

 University Outreach and Support 
 
 Cultivate and maintain positive working relationships with university administrative and academic units to coordinate the delivery of services in support of international faculty and scholars. 
 Provide support to university departments on sensitive matters involving international faculty and scholars (e.g. employment matters that affect immigration status, crisis situations, etc.). 
 Coordinate programs and workshops for academic and administrative departments to increase their proficiency in working with international faculty and scholars. 
 Attend campus meetings to represent ICS and international faculty/scholar interests. 
 Oversee electronic information and publications including communication targeted to international faculty and scholars and department contacts. 
 Perform duties as necessary as a member of the Office of Institutional Compliance.

 Required Qualifications 
 Bachelor&#39;s degree required; master&#39;s preferred. Seven years progressively responsible management experience required. Education beyond bachelor&#39;s level may substitute for required experience on a year-for-year basis.

 Preferred Qualifications 
 
 JD or other advanced degree with significant experience in higher 
 Record of progressively responsible experience working with international faculty and scholar advising services in higher education. 
 Excellent written and oral communication skills including cross-cultural communication.&#xa0; 
 Ability to read, analyze, and interpret general business periodicals, professional journals, technical policies and procedures manuals.&#xa0; 
 Ability to effectively present information and respond to questions from employees and managers as well as groups of employees within the organization. 
 Ability to use sound judgement and apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.&#xa0; 
 Ability to deal with problems involving several concrete variables in standardized situations.&#xa0; 
 Knowledge of immigration law in an educational and/or healthcare setting.&#xa0;
